WACO, Texas (AP) ? Several businesses in the Central Texas town of Waco (WAY'-koh) are dealing with a smelly problem that won't go away: decaying cricket carcasses.

A bank, a drugstore and other businesses have been inundated with the odorous onslaught of dead crickets that have been trapped inside walls and have collected on sidewalks.

NASHVILLE, Tenn. (AP) ? Dolly Parton says she won't be involved in a planned water and snow park project in Nashville.

The country legend's withdrawal from the project comes after shareholders for Gaylord Entertainment, voted to reorganize the company as a real estate investment trust. The company was going to be a partner in the venture.

The park was touted as a $50 million venture and was projected to open as early as summer 2014.

AUVERS-SUR-OISE, France (AP) ? The leader of an Iranian militant group that was taken off the U.S. terror list on Friday says the move will change her group's "balance of power" with the world ? predicting a higher profile in politics, fundraising and diplomacy as well as increased anti-regime activity in Iran.

The U.S. State Department said the People's Mujahedeen of Iran (MEK) hasn't committed terror for more than a decade. The decision means that effective immediately, any assets the group has in the United States are unblocked and Americans are permitted to do business with the organization.

Maryam Rajavi, the Paris-based head of the exiled opposition group, said in a rare interview that she hopes the organization can now have the ear of the world's diplomats to help bolster its bid to overthrow Iran's clerical regime. She stressed that its goal was to replace the Islamic Republic with a democratic government.

Rajavi praised the "courage" of U.S. Secretary of State Hillary Rodham Clinton for what MEK believes was a long overdue decision. A court order had given Clinton until Oct. 1 to act. The group was removed from the European Union's terrorist list in 2009.

"It now has become evident for everyone that these (terror) allegations were untrue," she said. "This is a movement for freedom and democracy in Iran."

The Iranian regime is likely to be furious at the U.S. decision to delist MEK ? for years the only armed exile opposition group. The group, which began as a guerrilla movement fighting Shah Mohammed Reza Pahlavi, helped overthrow the monarch in 1979 then quickly fell out with the Islamic Republic's first leader, Ayatollah Ruhollah Khomeini.

MEK later teamed up with Iraq to battle Iran in an eight-year war in the 1980s, then from its Iraqi base continued military action against neighboring Iran.

A senior State Department official said Washington does not view the group as an opposition movement that can promote democratic values in Iran. The official briefed reporters on condition of anonymity because he wasn't authorized to speak publicly on the matter.

"They are not part of our picture in terms of the future of Iran," the official said.

Still, the U.S. credited the group's 3,000-plus members at a paramilitary base near Iraq's border with Iran with a peaceful departure to another camp, a major step in their eventual departure from Iraq.

The United States contends the group was responsible for the killing of several American military officials and defense contractors in the 1970s, carrying out attacks on Iran from its base in Iraq.

Rajavi, 58, wore what has become a trademark headscarf among MEK women during the interview Friday at MEK's headquarters in the leafy town of Auvers-Sur-Oise north of Paris. She denied claims by critics that MEK has all the earmarks of a cult, blaming Iran for such allegations.

"All the energy and potential of our movement were chained" during the 15 years that MEK was listed by the United States as a terrorist organization, she said, speaking in French as well as the Iranian language of Farsi through a translator.

At its headquarters, the group was preparing for a jubilant fete on Saturday, plastering walls on the street with red drapes and photographs of "martyrs," as it refers to members who have been killed.

"The diplomatic scene will be completely different" because the group's status as a pariah will evaporate, Rajavi said, reiterating MEK's long-standing denial of terrorism.

But, she said, "the most important impact ... will be seen inside Iran."

"The balance of power, the balance of power is going to change. For example, the first message for the Iranian people will be they won't fear increasing their activity and increasing their demonstrations," she said. The fear "will evaporate ... and that will lead to the expansion of anti-regime activities within Iran."

With a clean bill of health in the West, the Iranian regime "will no longer have the excuse" of acting against an organization deemed terrorist by the United States.

Mujahedeen, protected in Iraq under dictator Saddam Hussein, were disarmed after the 2003 U.S. invasion of Iraq and are disliked by the new Iraqi government, dominated by Shiite Muslims like those in Iran.

The United States had insisted the MEK's members leave Camp Ashraf, their home in Iraq, as a condition for removal from the terrorist list. All but several hundred militants are now located in Camp Liberty, a former U.S. base outside Baghdad, looking for placement in third countries.

Among those transferred to Camp Liberty were Rajavi's 30-year-old daughter and her 32-year-old son, she said.

A veil of mystery has long surrounded the group, not the least over the whereabouts of its main founder, Massoud Rajavi, who married Maryam and, though not seen since at least 2003, continues as its co-leader.

There has been speculation that he is dead. Rajavi said Friday he is alive but would not say where he is living.

HOBYO, Somalia (AP) ? The empty whiskey bottles and overturned, sand-filled skiffs that litter this once-bustling shoreline are signs that the heyday of Somali piracy may be over. Most of the prostitutes are gone, the luxury cars repossessed. Pirates talk more about catching lobsters than seizing cargo ships.

Armed guards aboard cargo ships and an international naval armada complete with aircraft that carry out onshore raids have put a huge dent in Somali piracy and might even spell the end of the scourge. One piracy expert said it's too early to declare victory. But the numbers are startling: In 2010, pirates seized 47 vessels. This year they've taken only five.

"There's nothing to do here these days. The hopes for a revitalized market are not high," said a pirate in the former pirate haven of Hobyo who gave his name as Hassan Abdi, a high school graduate who taught English in private school before turning to piracy in 2009.

Faduma Ali, a prostitute in the inland town of Galkayo that became a pirate haven, longs for the days when her pirate customers had money. As she smoked a hookah in a hot, airless room last week, she sneered as she answered a phone call from a former customer seeking her services on credit.

"Those days are over. Can you pay me $1,000?" she asked, the price she once commanded for a night's work. "If not, goodbye and leave me alone." She hung up and groaned out loud: "Money."

The caller, Abdirizaq Saleh, once had bodyguards and maids and the attention of beautiful women. When ransoms came in, a party was thrown, with blaring music, bottles of wine, the stimulant called khat and women for every man. Now Saleh is hiding from creditors in a dirty room filled with the dust-covered TVs and high-end clothes he acquired when flush.

"Ships are being held longer, ransoms are getting smaller and attacks are less likely to succeed," Salah said while sitting on a threadbare mattress covered by a mosquito net. A plastic rain jacket he used while out at sea dangled from the door.

Somali pirates hijacked 46 ships in 2009 and 47 in 2010, the European Union Naval Force says. In 2011, pirates launched a record number of attacks ? 176 ? but commandeered only 25 ships, an indication that new on-board defenses were working. This year, pirates have hijacked just five ships, the last on May 10 when the MV Smyrna and its crew of 26 were taken. They are still being held.

"We have witnessed a significant drop in attacks in recent months. The stats speak for themselves," said Lt. Cmdr. Jacqueline Sherriff, a spokeswoman for the European Union Naval Force.

Sherriff attributes the plunge in hijackings mostly to international military efforts ? European, American, Chinese, Indian, Russian ? that have improved over time. In May, after receiving an expanded mandate, the EU Naval Force destroyed pirate weapons, equipment and fuel on land. Japanese aircraft fly over the shoreline to relay pirate activity to warships nearby. Merchant ships have also increased their communications with patrolling military forces after pirate sightings, Sherriff said. Ships have bolstered their own defenses with armed guards, barbed wire, water cannons and safe rooms.

No vessel with armed guards has ever been hijacked, noted Cyrus Moody, of the International Maritime Bureau. A June report from the U.N. Monitoring Group on Somalia and Eritrea said armed guards have forced pirates to "abort attacks earlier and at greater ranges from targeted vessels."

Some of those who live around Hobyo along central Somalia's Indian Ocean coastline say they never wanted the region to become a pirate den. Fishermen say piracy began around 2005 as a way to keep international vessels from plundering fish stocks off Somalia. But in the absence of law and order ? the country has not had a powerful central government for the last two decades ? small ransoms grew over time and criminal networks planned more organized and sophisticated attacks on the high seas, ultimately reaching out and taking freighters and yachts from mother ships 1,000 miles (1,600 kilometers) from the shores of Africa.

Two pirates with AK-47 assault rifles slung over their shoulders wandered along Hobyo's beach last weekend near a Taiwanese fishing vessel that washed up on shore after the pirates were paid a ransom and released the crew. The town is mostly quiet, except for the sight of legitimate fishermen taking their boats out to sea. The price of a cup of tea ? which cost 50 cents during the piracy boom ? has fallen back to around 5 cents. The lobster haul has replaced international freighters as the topic of conversation.

"The decline of piracy is a much-needed boon for our region," said Hobyo Mayor Ali Duale Kahiye. "They were the machines causing inflation, indecency and insecurity in the town. Life and culture is good without them."

Monsoons have roiled the Indian Ocean the last two months. When the storms subside in about two weeks and pirates consider returning to sea, the number of successful hijackings ? or lack thereof ? will go a long way toward telling if the heyday of Somali piracy is truly over.

Pirate creditors fronted the money to buy skiffs, weapons, fuel and food for piracy operations. Loans for pirates were easy to come by when new ransoms were paid frequently. Now some financiers are more reluctant to front money for pirate operations.

Walking along a street in Galkayo, Saleh pointed to a house with pink flowers he once owned. He was forced to give it to a creditor. Another pirate, Mohamed Jama, relinquished his car to a financier. European naval forces disrupted five hijacking attempts by Jama, he said. The May attack on land destroyed skiffs and fuel he owned.

"He could not pay my $2,000, so I had to take his $7,000 car," said Fardowsa Mohamed Ali, a financier. "I am no longer in contact with pirates now because they are bankrupt and live like refugees."

Many former pirates are unemployed but Mohamed Abdalla Aden has returned to his old job as a soccer coach for village boys. Aden said he now earns as much in a month that he used to spend in a single day as a pirate.

"The coasts became too dangerous," he said while holding an old, beat-up mobile phone. "Dozens of my friend are unaccounted for and some ended up in jail."

An untold number of pirates have died at sea in violent confrontations, bad weather or ocean accidents. The U.N. says 1,045 suspected or convicted pirates are being held in 21 countries, including the U.S., Europe, Yemen, India, Kenya, Seychelles and Somalia.

"The risks involved in the hijacking attempts were very high. EU navies were our main enemy," said Saleh.

Several pirate attacks made worldwide headlines, including a high-drama rescue in 2009 of an American hostage by Navy SEALs. Pirates still hold seven ships and 177 crew members, according to the EU Naval Force. At the height of Somali piracy, pirates held more than 30 ships and 600 hostages at a time.

Despite the risks of being shot, arrested or becoming lost at sea, the potential rewards can be surreal in impoverished Somalia. Ransoms for large ships in recent years have averaged close to $5 million. The largest reported ransom ever paid was $11 million for the Greek oil tanker the MV Irene SL last year.

Widespread poverty and the lure of potential riches are why Moody says it's too early to say for sure that the piracy problem has been solved.

"We hope so. But at the same time we are definitely advising all vessels not to become complacent just because the numbers are down," he said. "The reward for the Somali pirate once they get a vessel is enormous, so just giving that up is probably not going to be easy."

Abdi Farah, an elder in Galkayo, said he believes the end of piracy is near. Locals say pirates brought vices that were foreign to Muslim villages. Farah said he is not sorry to see the piracy trade subside.

Super-comet or super-dud? Stay tuned

A new comet superstar named C/2012 S1 (ISON) is heading for the spotlight starting in November 2013???but will it perform as some hope it will, or will it be a dud of cosmic proportions?

"This is one to watch, definitely," said Karl Battams, a scientist at the Naval Research Laboratory who monitors comets for the NASA-supported Sungrazer Comet Project. "But the astronomy community in general tries not to overhype these things. Potentially it will be amazing. Potentially it will be a huge dud."

Comet ISON quickly rose to the top of the charts after its discovery, which was based on imagery collected on Friday by the International Scientific Optical Network's 16-inch (0.4-meter) Santel reflecting telescope in Russia. The comet, which was described in an IAU circular?on Monday, takes its common name from the network's acronym. Since the discovery, astronomers have gone back through their files to find "pre-discovery" images and calculate the comet's orbit.

That orbit is due to bring Comet ISON incredibly close to the sun ? within just 1.1 million miles (1.8 million kilometers) in late November of next year. As a result, current projections suggest it could get very bright. How bright? Various estimates have set the brightest magnitude at -10 to -16. That suggests the comet could become brighter than the full moon?? which led Astronomy Magazine's Michael E. Bakich to say it "probably will become the brightest comet anyone alive has ever seen."

Over the next year, you're going to hear a lot of comparisons to stunners of the past, as long ago as the Great Comet of 1680?and as recent as the Great Comet of 2007. You'll also hear comparisons to past letdowns, ranging from Comet Kohoutek to Comet Elenin. You may also hear a fresh wave of doomsday talk, like the ridiculous rumblings that accompanied Elenin's approach.

Don't believe anything you hear about a comet catastrophe ? and don't get your hopes up just yet for a comet extravaganza. But do make plans to keep an eye on the sky in late 2013.

Battams said a lot depends on Comet ISON's composition. "It could turn into a huge letdown if it's a comet that's just too fragile and dissipates as it makes its way into the inner solar system," he told me. That's basically what happened to Comet Elenin. Because ISON appears to be a "new" comet coming in from the far-flung Oort cloud, it's tough to predict how the comet will behave.

The comet is currently in the constellation Cancer, as indicated in this star chart from Astronomy Magazine. When the comet hits prime time, a year from now, it should be heading through the constellation Virgo and visible from northern latitudes before sunrise. During the months ahead, astronomers of all stripes will be keeping a watch on Comet ISON and refining their expectations. "I would imagine that by next summer, we should have a much better handle on it," Battams said. Government pledges 1 billion pounds for state-backed business bank

BRIGHTON (Reuters) - The government said on Monday it would allocate 1 billion pounds towards a new state-backed business bank designed to expand lending to smaller firms currently starved of loans from Britain's main lenders.

The government hopes its backing will be matched by a similar amount from private capital and could support up to 10 billion pounds of new and additional lending, Business Secretary Vince Cable said.

The as yet unnamed institution would operate through the wholesale market and would support the supply of loans and long-term capital to smaller firms through existing banks and other financial providers.

"We need a new British business bank with a clean balance sheet and an ability to expand lending rapidly to the manufacturers, exporters and high growth companies that power our economy," said Cable, who is attending his Liberal Democrat party's conference in Brighton, southern England.

"Many new promising, growing companies simply can't get the loans they need to expand on reasonable terms. We are going to help fix this," he added, in remarks released by his office.

Earlier this month Cable said such a bank could be run through a new generation of so-called "challenger" banks, which the government has been encouraging to expand in Britain as a way of increasing competition among lenders.

Aides said the scale of the government's commitment was significant compared to the current 50 billion pounds of outstanding loans to smaller companies in Britain and that the new bank could be operating within 12 to 18 months.

The move complements other moves by the government and the Bank to revitalise a stagnant economy struggling to recover from the effects of the 2007-2009 financial crisis.

Advisers to Cable said the business bank was designed to fix a "market failure" where banks, under pressure to rebuild their balance sheets, were no longer lending to smaller companies, in many cases because they had lost expertise to assess the risks.

Although the Bank of England's 80 billion pound "Funding for Lending" programme was now up and running, the cheaper loans it allowed banks to provide were more attractive for people taking out mortgages for property than for business lending, they said.

The British Chambers of Commerce business lobby group welcomed the funding for the new bank saying it would allow "new and growing companies to get access to capital in the same way that they do in Germany, South Korea, and the United States."

Cable has long pushed for the creation of a state-backed development bank along the lines of Germany's KfW or America's Exim Bank to expand commercial lending, but has had to tread carefully to avoid falling foul of European Union rules on state aid.

Obama's foreign policy bright spot now looking dimmer

WASHINGTON (Reuters) - If you thought Mitt Romney was the only presidential candidate whose problems were piling up in the final stretch of the 2012 election campaign, think again.

From Middle East upheaval to the troubled Afghan war effort to a more assertive Russia, President Barack Obama is facing pressures that threaten to chip away at a foreign policy record his aides hoped would be immune to Republican attack.

The White House is increasingly concerned but isn't hitting the panic button, yet. Administration officials are heartened by Republican challenger Mitt Romney's own recent foreign policy stumbles and doubt Obama's critics will gain traction in a campaign focused mainly on the U.S. economy.

As a result, when Obama speaks inside the cavernous U.N. General Assembly hall on Tuesday exactly six weeks before the U.S. election, he will seek to reassure American voters as well as world leaders he is on top of the latest global challenges. But he won't propose any new remedies or bold initiatives.

There will be close scrutiny of how far he goes in talking tough about Iran's nuclear program - but even on that point, aides say privately he will not break new policy ground.

Obama's final turn on the world stage before facing voters will be a reflection of where his priorities lie. Despite simmering global crises, he will skip traditional private meetings with foreign counterparts and squeeze his U.N. visit into just 24 hours so he can jump back on the campaign trail.

However, Obama will make time in New York on Monday to tape an appearance on the popular TV talk-show "The View" - a scheduling decision that had campaign aides scrambling to defend the president's choice of voter outreach over diplomacy.

U.N. delegates shouldn't take it personally.

"It's just that they don't vote," said Joseph Cirincione, a foreign policy expert at the Ploughshares Fund, a global security foundation.

But Obama's relatively low-key U.N. itinerary will also be a stark reminder that the heady optimism that greeted him when he took office promising to be a transformational statesman has cooled, giving way to geopolitical realities.

RUN OF BAD NEWS

Aides insist foreign policy is still a bright spot for Obama. The White House never tires of touting the killing of Osama bin Laden and the ending of the Iraq war. But his record appears to have dimmed a bit with a recent run of bad news.

Obama has found himself sharply at odds with Israeli Prime Minister Benjamin Netanyahu over how to curb Iran's nuclear ambitions, a dispute that sent relations between the two close allies to a new low on the president's watch.

An eruption of violent unrest against U.S. diplomatic missions across the Muslim world has confronted Obama with his worst setback yet in his efforts to keep the Arab Spring from fueling a new wave of anti-Americanism - and has underscored that he has few good options to deal with it.

NATO's cutback of joint operations with Afghan forces in response to a spate of deadly "insider" attacks has also raised questions about what will be left behind when, under Obama's strategy, most U.S. forces depart Afghanistan in 2014.

And Russian President Vladimir Putin's decision last week to suspend a U.S. aid mission to Moscow threatens what's left of Obama's "reset" in relations with Russia, which his aides had touted as a signature foreign policy accomplishment.

At the same time, the Obama administration has shown itself unwilling to intervene to end the bloody crisis in Syria, where President Bashar al-Assad has defied calls to step aside.

Romney and his campaign aides have pounced on these developments, seeking to support their argument that Obama has weakened America's global standing by failing to lead.

"It's symptomatic of failed policy," said Dan Senor, a Romney adviser who served as a spokesman in Baghdad under President George W. Bush. "Biography and force of personality are nice attributes but not substitutes for leadership."

Obama, whose lofty oratory and vision of multilateralism helped him win the Nobel Peace Prize after 11 months in office, is widely credited with improving the tone of U.S. foreign policy after what was perceived as Bush's go-it-alone approach.

"It's clear that the United States is in a stronger position than we were when he took office," White House spokesman Tommy Vietor said in previewing the themes of Obama's U.N. speech.

But while polls show Obama remains personally popular in many parts of the world, America's image is again in decline, especially in the Middle East, the focus of intense personal outreach at the start of the president's term.

SAGGING FOREIGN POLICY RATING

Though it remains unclear how much of a liability the latest crisis will be for Obama at home, his approval rating on foreign policy dropped to 49 percent from 54 percent in August, according to a Wall Street Journal/NBC News poll after attacks on U.S. missions in Egypt, Libya and other Muslim countries.

But Romney may have a hard time reaping dividends. A Pew poll found that while 45 percent of Americans approved of Obama's handling of the crisis, only 26 percent backed Romney's criticism of his response. Romney was widely accused of opportunism in a national tragedy.

Obama, at the U.N., will address the unrest in Muslim countries fueled by an anti-Islamic film his administration has denounced, and will repeat his message that the United States "will never retreat from the world," Vietor said.

The U.S. president said on Sunday in an interview with CBS's "60 Minutes" program that despite the promise of the Arab Spring, there will be "bumps in the road" on the way to a more democratic and peaceful Middle East and North Africa.

He will also reassert that Iran must not be allowed to acquire a nuclear weapon. But aides say privately that while he may sharpen his rhetoric, he will stop short of setting a specific "red line" for Tehran as Netanyahu has demanded.

Obama told "60 Minutes" he shares Netanyahu's concerns but will make policy decisions based on U.S. interests.

Calls for renewed Israeli-Palestinian peace talks - something he promised to make a priority when he took office but which he has failed to advance - have been a staple of Obama's U.N. appearances, and it would be a glaring omission if he did not mention the issue. But he will have to be cautious to avoid alienating pro-Israel voters.

Before traveling to New York, Egypt's new Islamist president, Mohamed Mursi, told the New York Times that Washington must change its approach to the Arab world and help build a Palestinian state to reduce pent-up anger in the region.

The implicit warning in Obama's U.N. speech will be that a Romney presidency would pursue a more hawkish foreign policy.

Also unspoken will be the fact that Obama and his aides were caught flat-footed by the latest turmoil in Muslim countries and are still struggling to recalibrate their Arab Spring strategy.

Though the protests seemed to have subsided in most places for now, some conservative commentators have conjured up images of the Iran hostage crisis - which helped sink Jimmy Carter's re-election - should the situation deteriorate.

"If there's more of it, it drives home a sense that he doesn't know what he's doing," said Elliot Abrams, former deputy national security adviser under Bush.

Think of the poor hamster on the treadmill. Steadily picking up speed and caught up by the momentum, unable to stop until it is overwhelmed and sent tumbling, crashing out of control inside the spinning wheel.

That's the analogy John Yackel, head of the Department of Geography, makes when he considers the annual summer ice melt in the Arctic, which he's been closely monitoring for the past 15 years, documenting the ice cover as it has steadily shrunk in the wake of Arctic and global warming.

Last week marked the unofficial peak, or the end of the summer ice melt, with ice levels more dramatically diminished than at any time since satellite monitoring began 33 years ago.

The previous record low for Arctic sea ice extent was set on September 18, 2007 with a 4.17 million square kilometer ice cap. That was shattered this year by the end of August when it had melted to below 4 million square kilometers. "This the smallest minimum ice extent we've ever had, and not just in the satellite record, but probably in the last million years," says Yackel, a sea ice geophysicist and climatologist. From the patterns he has observed, this year's extreme melt could be the beginning of a frightening trend.

Yackel and the university-based Cryosphere Climate Research Group use satellite technology to research the physical properties of Arctic ice.

As recently as the 1980s, most of the ice in the Arctic Ocean was "multi-year ice" thick ice that would remain throughout the summer. At that time the split between multi-year ice and seasonal ice ice that would melt away in the summer was about 80 per cent multi-year and 20 per cent seasonal. "In the last 20 years we've almost gotten to the point where we've reversed that ratio and that's significant because the seasonal ice is so much thinner than the multi-year ice and it will melt easily come summer," Yackel says.

Yackel predicts the ice extent that covers the Arctic Ocean "is likely to be gone in the summers within the next 20 to 25 years, if not sooner."

The depleting ice cover in the Arctic Ocean would have serious ramifications for the planet. Arctic ice acts as a reflector of sunlight, helping regulate the Earth's temperature, cooling the climate. "When there's no longer that sea ice below the air mass and it's just open ocean, that's when more moisture off the ocean's surface gets into the atmosphere and the water vapor in the atmosphere makes for more violent storms," says Yackel. "We can also expect to see an increase in storm frequency and storm intensity for most of the world's populated places as the Arctic and Earth continues to warm."

Kabul,(GGS NEWS) : China has signed security and economic agreements with Afghanistan during a rare trip to Kabul by a top Chinese official, in deals seen aimed at bolstering Beijing?s influence ahead of a NATO withdrawal of most combat forces by 2014.
Zhou Yongkang, China?s domestic security chief and a member of the ruling Communist Party?s central Politburo, made an unannounced visit to the Afghan capital late on Saturday, holding talks with Afghan President Hamid Karzai at his garden palace.
Zhou?s visit was the first to Afghanistan by a senior Chinese leader since 1966 and followed a visit by Karzai to Beijing in June when both countries agreed to cooperate on combating extremism in the region.
During the talks, held under tight security after violent protests in Kabul over a film which insults Islam, Zhou signed agreements on increased security and economic cooperation, including a deal to help ?train, fund and equip Afghan police.?The agreement was not specific on how much assistance China planned to give the 149,000-strong police force, which is currently trained by the NATO-led coalition.
?It is in line with the fundamental interests of the two peoples for China and Afghanistan to strengthen a strategic and cooperative partnership which is also conducive to regional peace, stability and development,? Zhou said in a statement, according to China?s official Xinhua news agency.
Resource-hungry China, which has a small border with Afghanistan in the country?s mountainous north-eastern corridor, is keen to invest in Afghan resource deposits worth as much as $1 trillion (Dh3.673 trillion), based on US Pentagon estimates.
Chinese state-owned miner China Metallurgical Group (MCC) operates the $3 billion Aynak copper mine in eastern Logar province, which has been subject to rocket attacks and other raids by insurgent groups looking to disrupt operations.
MCC won the contract to develop Aynak in 2008 and it was originally scheduled to begin production in 2013, but work has been delayed by the discovery of a huge and significant archaeological site in the area.
Zhou?s visit underscores the concern in Beijing about a deterioration in security as the NATO presence in Afghanistan winds down.
It also comes after Karzai last week voiced concern about strategic pacts signed with chief ally the United States earlier this year ahead of talks starting in three weeks? time on a continued US troop presence in Afghanistan beyond 2014.
Zhou had originally been scheduled to travel to Turkmenistan following a visit to Singapore, but diverted to Afghanistan for the meeting.
The Chinese government fully respects the right of the Afghan people to choose their own path of development and will actively participate in Afghanistan?s reconstruction, Zhou told Karzai, according to Xinhua.
Karzai said security in the region ?depends on the relations between Afghanistan and its neighbours,? presidential spokesman Aimal Faizi said, with both countries agreeing to expand their so far limited ties.

Shengyuan Yang, Florida Institute of Technology assistant professor of mechanical and aerospace engineering, with graduate student Sang Joo Lee, has published a paper on the first-ever imaging of cells growing on spherical surfaces. The paper is published in the online journal Review of Scientific Instruments, and will appear later in September in the print version.

The potential biomedical applications of the researchers' technique include new strategies and devices for the early detection and isolation of cancer cells, facilitating new methods of treating cancer tissues. "We also foresee new strategies and techniques to control the differentiation of stem cells and the morphologies and structures of the resulting cells and tissues," said Yang.

The effects of substrate stiffness on cell behaviors have been extensively studied; however, the effects of substrate curvature are not well-documented. The curvature of the surface on which cells adhere can have profound effects on cell behaviors, according to Yang.

"To reveal these cell mechano-biological responses to substrate curvatures, we have introduced a novel, simple, and flexible class of substrates, polyacrylamide gels embedded with micro glass balls ranging in diameter from 5 mm to 2 mm, to culture cells. To the best of our knowledge, this is the first experimental attempt to study cell responses to spherically-shaped substrates. Our cell culture experiments imply that this class of substrates, micro glass ball embedded gels, can be useful tools to study cell mechanobiological responses to substrate curvatures, related cell and tissue engineering researches, and biomedical applications, such as cancer detection and treatment, and the control of stem cell differentiations, for example," said Yang.

This work was supported with funding from the National Science Foundation (NSF) CAREER Program. The reviewer of this paper at Review of Scientific Instruments commented, according to Yang: "This is a clever idea. . . This work has great potentials with high impact."

Razer BlackShark gaming headset hands-on (video)

At the end of August, Razer outed a black and green-cloaked version of its BlackShark gaming headset. The original unit first broke from cover just ahead of E3, but on that particular show floor, the aviator-inspired set of cans was sporting the blue and orange hues consistent with its Battlefield 3 branding. Here at TGS, we were able to take a closer look at the version that lacks a game-specific allegiance. The hardware is identical with the lone exception being the new paint scheme. If you're unfamiliar with the BlackShark, the headset does a stellar job of recalling classic pilot units complete with detachable boom mic for use with your PMP of choice. The $120 peripheral also features quite comfy heavily-padded, leather-esque earcups and the same material wraps the headband with a dash of bright green stitching -- all held over from the BF3 model. We weren't able to test the audio quality on the show floor, so until our review unit arrives, consult the gallery below and the video that just past the break for a closer look.
