Five rescued, 2 missing in balloon crash off Peruvian coast

LIMA (Reuters) - Five people were rescued and two were missing on Sunday after a hot air balloon plunged into the chilly waters off the coast of Peru, officials said.

A police helicopter and navy boats helped pull five women out of the Pacific Ocean after searching for them for eight hours. They were taken to a hospital for treatment.

Two men were still missing, Interior Minister Wilfredo Pedraza told local media.

"I hope we can find them as soon as possible. The two are still missing. We only know that one of them tried to swim ashore. The search will continue, even through the night, until they are found," he told RPP radio without saying what caused the mishap.

The red-and-white balloon, carrying six passengers and a pilot, crashed near Canete, about 60 miles south of Lima, the capital. Local media indicated all those aboard were Peruvians.

Chrysler revenue slumps on new model launches

DETROIT/MILAN (Reuters) - Carmaker Fiat's first-quarter profit slumped more than expected as its U.S. unit Chrysler's sales suffered from the phase-out of the Jeep Liberty pending a new model launch.

"We knew we would be limping in the quarter. I just didn't think I was going to limp that much," said Sergio Marchionne, chief executive of both Chrysler and its parent Fiat, on a conference call with analysts and reporters.

Marchionne in January warned that Chrysler's first-quarter earnings would be down from a year earlier because of the expense of product launches and the fact that the Jeep Liberty SUV was no longer being produced.

The Liberty's successor, the Jeep Cherokee, was not sold in the first quarter and will not be sold until the third quarter.

But Marchionne said that there were delays in the production launches of the Jeep Grand Cherokee and RAM heavy duty trucks, which he said are among the highest profit-makers.

Fiat, which took control of the third-largest U.S. automaker when Chrysler emerged from a government-sponsored bankruptcy four years ago, stood by its financial forecasts for 2013 despite a worsening European car market and lower revenue in the U.S. for the first quarter.

Fiat sees full-year revenue in the 88 billion euro to 92 billion euro range, trading profit between 4 billion and 4.5 billion euros, and net industrial debt of about 7 billion euros.

Analysts had expected a weak quarter for the combined group, and the results came in below consensus.

Trading profit was 618 million euros, below the 720 million euros forecast by 21 analysts published on Fiat's website. Pre-tax profit came in at 160 million euros, compared to a forecast of 300 million euros by analysts.

At Chrysler, first-quarter net income fell 65 percent to $166 million from $473 million a year earlier. Net revenue slipped 6 percent to $15.4 billion.

Net debt was 7.10 billion euros, in line with forecasts, and higher than the 6.5 billion euros at the end of 2012.

Citi Research analyst Harald Hendrikse said the quarter's results again highlight Fiat's difficult debt issue.

"With debt at current levels, the company cannot compete in this industry longer term against giants like Volkswagen AG spending 16 billion euros on capital expenditures and research and development," said Citi in a note.

NARROWING EUROPEAN LOSSES

Fiat's European losses before interest and tax narrowed to 111 million euros, from a year-ago loss of 170 million euros, despite a 10 percent drop in industry sales in the region. Marchionne said he expects Fiat to narrow its operating losses in Europe further in 2013.

Fiat outperformed a dismal European car market with the launch of the new Fiat 500L small car, the company said.

Fiat, like competitors Ford , General Motors and Peugeot , is losing money in Europe as buyers delay purchases of new cars until the economy improves. Unlike rivals, however, Fiat has decided to invest in retooling its idled factories to ramp up volumes of higher-margin cars for export rather than close plants.

The company aims to break even in Europe by 2015 or 2016.

LOOKING AHEAD

Chrysler said it will increase vehicle shipments in the second quarter by at least 13 percent from the first quarter, to 650,000 vehicles up from 574,000 in the first quarter.

Marchionne said the Jeep Grand Cherokee, now that its launch delays are over, will show strong April sales, and that the biggest boost in Grand Cherokee sales will show in the third quarter.

Marchionne said in the coming quarters Chrysler will better match up production and retail sales performance.

"Close your eyes, plug your nose and move it on from here," said Marchionne to analysts on a conference call.

COMING TO AMERICA?

Looking further out into the future, Marchionne said he hopes to merge Fiat and Chrysler into one group and he hinted strongly that the combined company will be headquartered outside of its native Italy.

Many observers expect the merged company to be headquartered where Chrysler is now, in Auburn Hills near Detroit, and to be listed on the New York Stock Exchange and in Italy.

Marchionne said the merged company would be headquartered in the geographical region that has "the adequacy of capital markets (necessary to) support our operations going forward."

Marchionne said that "Europe is becoming a less and less relevant fact in the scheme of things" as its share of the global auto market diminishes.

Italy has been a particularly weak player in a weakening region for auto sales.

"Italy in 2012 represented 10 percent of the overall sales of this (Fiat) Group," aid Marchionne. "And I think it's a stark reality for someone who has been a Fiat aficionado all his life. This is a different house. It looks at the world in a completely different way."

Tiny worm sheds light on giant mystery about neuron

Apr. 30, 2013 ? Scientists have identified a gene that keeps our nerve fibers from clogging up. Researchers in Ken Miller's laboratory at the Oklahoma Medical Research Foundation (OMRF) found that the unc-16 gene of the roundworm Caenorhabditis elegans encodes a gatekeeper that restricts flow of cellular organelles from the cell body to the axon, a long, narrow extension that neurons use for signaling. Organelles clogging the axon could interfere with neuronal signaling or cause the axon to degenerate, leading to neurodegenerative disorders.

This research, published in the May 2013 Genetics Society of America's journal Genetics, adds an unexpected twist to our understanding of trafficking within neurons.

Proteins equivalent to UNC-16 are present in the neurons of all animals, including humans and are known to interact with proteins associated with neurodegenerative disorders in humans (Hereditary Spastic Paraplegia) and mice (Legs at Odd Angles). However, the underlying cause of these disorders is not well understood.

"Our UNC-16 study provides the first insights into a previously unrecognized trafficking system that protects axons from invasion by organelles from the cell soma," Dr. Miller said. "A breakdown in this gatekeeper may be the underlying cause of this group of disorders," he added.

The use of the model organism C. elegans, a tiny, translucent roundworm with only 300 neurons, enabled the discovery because the researchers were able to apply complex genetic techniques and imaging methods in living organisms, which would be impossible in larger animals. Dr. Miller's team tagged organelles with fluorescent proteins and then used time-lapse imaging to follow the movements of the organelles. In normal axons, organelles exited the cell body and entered the initial segment of the axon, but did not move beyond that. In axons of unc-16 mutants, the organelles hitched a ride on tiny motors that carried them deep into the axon, where they accumulated.

Dr. Miller acknowledges there are still a lot of unanswered questions. His lab is currently investigating how UNC-16 performs its crucial gatekeeper function by looking for other mutant worms with similar phenotypes. A Commentary on the article, also published in this issue of GENETICS, calls the work "provocative," and highlights several important questions prompted by this pioneering study.

"This research once again shows how studies of simple model organisms can bring insight into complex neurodegenerative diseases in humans," said Mark Johnston, Editor-in-Chief of the journal GENETICS. "This kind of basic research is necessary if we are to understand diseases that can't easily be studied in more complex animals."

Reconsider Outsourcing To Accelerate IT Maturity | Forrester Blogs

Organizations in growth markets across Asia have not traditionally been heavy consumers of outsourcing services. Having lots of on-premises hardware still carries some prestige for local CIOs, particularly in China and India. The availability of relatively inexpensive IT staff in local markets has also helped them deliver acceptable service levels to the business. Until now, that is. The combination of quickly rising IT salaries, increased competition from regional and even global expansion, and growing demands among business stakeholders to more effectively engage customers has put pressure on CIOs to increase the performance of their organizations.

More and more CIOs I speak with are struggling with how best to effectively transform their IT capabilities and meet fast-changing business requirements. In particular, whether to embark on this transformation journey alone or leverage outsourcing partners. In a recent report, I profiled organizations in Asia that are leveraging external service providers to accelerate their IT maturation. One example is a manufacturer with 10,000 employees and operations across Asia that outsourced its entire IT infrastructure environment to improve and homogenize service levels. Another is a large Indian bank that outsourced its entire IT department to a service provider and improved its maturity level from a 3 (on a scale from 1 to 10) to a 6 in less than a year.

Potential benefits aside, the decision to engage in an outsourcing contract must still be well thought out. Failure to do so could result in inconsistent and poor service quality, lack of innovation and/or continuous service-level improvement, and insufficient skills and expertise on the provider side. Towards that end, Forrester has developed in-depth methodologies and frameworks in its services sourcing playbook to help clients define and execute their (out)sourcing strategy. Some of the key steps include:

  • Involve business stakeholders when building your sourcing strategy. Define your sourcing goals and objectives. Understand the reasons why you?re sourcing and what constraints your company has on sourcing. Make sure you involve the business to understand their needs and priorities.
  • Describe your current mode of operation to determine the basis for improvements. Identify your current services, business requirements, quality, the complexity of the environment, and cost per service. Also identify what service or services you plan to source.
  • Define your future mode of operation to identify your goals. Outline the current and future business requirements for service delivery, the scope of future services, and service level requirements.
  • Decide on the right sourcing model. Choose your preferred sourcing model ? in-house, staff augmentation, managed services, cloud-based services or a mix of some or all of these ? based on your sourcing strategy criteria. Decide how you plan to source.
  • Prepare your service management to cross services and organizations. Standardize service management processes and tools, define overall process responsibilities, identify the entry point for third-party service providers, and build your vendor management organization and processes.
  • Start your (out)sourcing initiative. Build an RFP and contract framework, establish a vendor longlist, and identify any vendors that could possibly deliver all of the services.

Outsourcing services can provide great benefits, particularly for organizations in growth markets across Asia. But they also come with great risks. Expect a complex sourcing process and make sure you clearly address the why, what, how, and who questions before you get yourself into a multi-year agreement.

HopStop Launches Crowd-Sourced Transit Alerts Through HopStop Live!

NY moves toward adopting wind, other green energy

ALBANY, N.Y. (AP) -- A new study says New York could get the power it needs from wind, water and sunlight by 2030 with a concerted push, though the state's decade-long effort to significantly boost green energy shows how challenging that could be.

The study, led by researchers from Stanford and Cornell universities, provides a theoretical road map to how New Yorkers could rely on renewable energy within 17 years. It would require massive investments in wind turbines, solar panels and more from the windy shores off Long Island to sun-exposed rooftops upstate.

"It's doable," said co-author Robert Howarth, a Cornell professor of ecology and environmental biology. "It's way outside of the realm of what most people are talking about ... But I think people have been too pessimistic about what can be done."

In fact, New York has been committed to significantly increasing green energy production for the past nine years under its renewable portfolio standard, which is funded by a surcharge of less than a dollar on monthly electricity bills. Then-Gov. George Pataki began the program in 2004 with the goal of New York relying on renewable resources for a quarter of its electricity by 2013.

That goal, tweaked three years ago, is now for the New York State Energy Research and Development Authority to support the production of about 10.4 million megawatt-hours of energy from hydro, wind, solar, biomass and landfill gas annually by 2015. The authority reported this week that it was 46 percent of the way to the goal at the end of last year.

The goal could lead to roughly 30 percent renewables by 2015, once clean-energy purchases by consumers and resources added by the Long Island Power Authority are factored in.

With two years to go, clean energy advocates say it will be difficult for New York to hit the 2015 renewable target. But they believe the larger point is that New York is making progress.

"To me, the long-term commitment to continue to invest in resources is more important than the particular target you set," said Valerie Strauss, interim executive director of the Alliance for Clean Energy New York, a group that represents renewable energy interests.

Looking at energy generated in New York, which excludes imported power that can be used for the energy authority's targets, about 20 percent came from hydro, which includes decades-old projects along the Niagara and St. Lawrence rivers. Wind accounted for 2 percent, and other renewable sources accounted for another 2 percent, according to 2011 figures from the operators of the state's power grid.

"Exclusive of hydropower, the state has developed more renewable energy than any other state in the Northeast," said authority spokeswoman Kate Muller. "Including hydropower, New York's renewable energy capacity is comparable to the entire renewable energy capacity of the other eight states in the Northeast."

New York has made a lot of progress in harnessing wind power, jumping from 48 megawatts of wind capacity in 2004 to more than 1,600 megawatts now, including large-scale development on the windy Tug Hill Plateau east of Lake Ontario.

The university researchers say half of the state's renewable power in 2030 could come from wind, mostly from 12,700 off-shore turbines. But wind power demonstrates some of the challenges of swapping out fossil fuels for green energy.

Industry watchers say wind development slowed down when the economy soured and natural gas prices dropped. There's also uncertainty over the future of a federal tax credit for wind installations.

Offshore wind farms can be particularly costly and controversial. The New York Power Authority in 2011 nixed a plan to put up to 150 turbines offshore between Buffalo and Chautauqua County, citing costs. The authority is now working with downstate power providers to explore the feasibility of wind turbines off the shore of Long Island.

Clean energy advocates point out the switchover to renewables often has less to do with available technology and more to do with market forces and political choices.

"It depends on the political will we can muster and our ability to invest in these resources," said Katherine Kennedy, of Natural Resources Defense Council.

Strauss said an important step would be for the state to extend its renewable program beyond 2015. The state will consider the program's future as part of a review this year.

(AP) ? J.C. Penney is naming Mike Ullman as its new CEO. He takes over from Ron Johnson, who is leaving the company.

Ullman was head of the department store chain, based in Plano, Texas, prior to Johnson's appointment to the top spot in 2011 in an effort to halt the department store chain's sliding earnings.

Johnson came under pressure after his turnaround strategy failed to win over shoppers. His drastic changes included slashing the number of sales in favor of everyday low prices, bringing in hipper designer brands such as Betsy Johnson and remaking outdated stores.

J.C. Penney shares dropped 42 cents, or 2.7 percent, to $15.45 in after-hours trading.

Could the Ford C-Max Be Getting an Update Already?

It sure looks that way. An updated Ford C-Max disguising Ford?s new Aston Martin nose has been caught winter-testing in Sweden.

Based on this mule, the major changes we should expect to see on the updated Ford C-Max consist of a new nose, with the Aston Martin-styled grille that?s graced the Fusion and updated Fiesta. Revised headlights with LED running lights, and tweaked rear-end styling may be in the cards as well.

We expect the updated C-Max to hit Europe first with a range of gas and diesel engines late this year. The U.S.-spec C-Max will remain hybrid-only, and will likely be updated next year. When we compared a Ford C-Max hybrid with the Toyota Prius V, we picked the Ford because it drives better and is quieter than the Toyota, which still saw better observed mileage on our testing loop.

Every animal with bones has blood with hemoglobin, which binds with oxygen and makes the blood appear red.

Every animal, that is, except one.

The ocellated icefish (Chionodraco rastrospinosus) has gin-clear blood. And it has no scales. And it lives nowhere but the inky depths down to 3,200 feet (1 kilometer) in the icy waters off Antarctica. Other than that, it's just an ordinary fish.


The Tokyo Sea Life Park is the only place with ocellated icefish in captivity, Agence France-Presse reports. "Luckily, we have a male and a female, and they spawned in January," Satoshi Tada, an education specialist at the center, told AFP.

The ocean's depths are rich with odd sea life, from giant squid to translucent sea anemones. Researchers now believe life around deep-sea vents may have arisen following the last mass extinction on Earth 65 million years ago, after a giant meteor impact killed off dinosaurs and other animals.

Scientists hope the mated pair of icefish and their offspring in Tokyo will help researchers unlock the secrets of how the fish manages to survive without hemoglobin to carry oxygen to its cells.

It's possible, some scientists speculate, that the icefish's unusually large heart might help move oxygen through its body using blood plasma instead of hemoglobin.

Also, with no scales to get in the way, the icefish may absorb some oxygen directly through its skin: Cold, polar water is richer in oxygen than warmer waters.

But the mystery surrounding the icefish's lack of hemoglobin may take years to solve. "More studies are needed on the question," Tada said.

Global religious leaders call on G8 to 'strike at causes of poverty'

[Episcopal News Service] Presiding Bishop Katharine Jefferts Schori and Archbishop of Canterbury Justin Welby are among 80 religious leaders who have written to the G8 heads of government urging them to keep promises on foreign aid and to ?help to create an environment that encourages the conditions for inclusive, equitable and sustainable economic growth.?

The G8, or the Group of Eight, is an assembly of world leaders who meet annually to discuss global issues.

The G8 is made up of heads of government from Canada, France, Germany, Italy, Japan, the Russian Federation, the United Kingdom and the United States. The European Union also is represented at meetings.

The 39th G8 summit will be held in the U.K. June 17-18.

To G8 Heads of Government,

Today marks the start of the 1000 day countdown to achieving the Millennium Development Goals (MDGs) by the 2015 deadline. It is an appropriate moment to pause and to reflect on progress to date.

Development is working. But challenges remain. The number of people living in extreme poverty has been halved ahead of time and 14,000 fewer children die each day than in 1990. Yet 1 in 8 people still go to bed hungry every night and over 2 million die of malnutrition each year.

Even as conversations accelerate as to what ought to replace the MDGs, we should not slacken our efforts towards realising existing goals. Meeting the remaining targets, while challenging, is possible ? but only if governments do not waiver from the moral and political commitments made over a decade ago.

Thirteen years on from the start of the Millennium the values and principles that drive these goals are as imperative as ever. The financial crisis may be a reason but is not an excuse for hesitation or deferral. The MDGs remind us that in addition to providing for the well being of our own societies, we have a collective responsibility to uphold human dignity and the common good at the global level. Each individual has a value that can never be lost and must never be ignored.

With a focus on tax, trade and transparency, the UK Presidency of the G8 this year has the potential to advance the MDG agenda in ways that strike at the underlying causes of poverty, in particular by ensuring the wealth created by developing countries is not lost through unfair tax practices, a lack of transparency or a failure to secure the benefits of trade for developing countries.

As religious leaders from across the G8 we recommend that our Heads of Government take the following actions when they meet in June. First, fulfil existing commitments to spend 0.7% of national income on aid. Secondly, launch a G8 Convention on Tax Transparency committing signatory countries to prevent individuals and companies from hiding wealth so that it?s untraceable. Thirdly, press for greater financial transparency from governments of developing countries so that the citizens of these countries can hold their governments to account for the money they spend.

Reaching a purposeful consensus on these areas won?t be easy. But, if the political will and moral leadership is forthcoming, this year?s G8 could help to create an environment that encourages the conditions for inclusive, equitable and sustainable economic growth ? conditions that are desperately needed if we are to realise the MDGs and even greater things beyond.
